Dr. Valenzuela was about being made, there was no necessity to confirm for the present the appointment I had provisionally made

of Dr. Grône. The inference being that the appointment was to be

held good in the meantime. I informed Dr. Gröne verbally of the

reply I received some time in June when the despatch reached

me.

As there was no question of the appointment

being repudiated, Dr. Grone is still undertaking the examination

of emigrants to Mexico, and I have not received any communica-

-tion from the Mexican Government that in taking the step of

safeguarding the proper examination of enigrants by a competent

Medic 1 man I was in any manner exceeding my powers.
